To find more rare metals and crystals, you should go to more secret worlds where more rare collectiles will be found. If you have The Sims 4: Get to Work, you can also join the scientist career and analyze any crystals or metals you find yourself so you don’t have to send them into the geo council. The geo council will send them back through the mail and will show up the day after you send them out. You’ll be finding crystals and metals that you will need to send to the geo council so they can analyze them and send them back as an element. Like most collectibles in The Sims 4, elements are found through digging up rocks around the different neighbourhoods but you won’t just find an element under these rocks.
